WILKINSBURG, Pa. -- Dozens of teenagers are working in a summer jobs program out of a church in Wilkinsburg and other sites in Penn Hills and McKeesport, but none has gotten a paycheck after more than four weeks.
Team 4 investigator Paul Van Osdol talked with some of the frustrated young students who are working at the jobs program run by Monumental Mission Ministries.
"We were supposed to get paid every two weeks, then they changed it to every month, and then, yesterday, they said we might not get paid at all," Jalisa Fields said.
"I was expecting career development, and I was expecting my money on time," Deanna Boyd said.
"If they can't pay us, they should not be running this program at all," Delise Boyd said.
Allegheny County set aside $250,000 in stimulus money for Monumental. County officials say Monumental has not submitted an invoice to access the funds.
"A lot of these kids are getting ready to go back to school, and they say they need money for school clothes and they don't have it," Van Osdol said.
"Right. But they will be getting it," program facilitator Ayanna Jones said.
Monumental told Team 4 that it was overwhelmed with paperwork.
"This is a new program -- a model program -- and there's going to be some kinks," Jones said. "And, unfortunately, the pay is one of the kinks."
Denise Rivers, a parent of two teens in the program, said the pay delay sends the wrong message.
"They want somewhere to go, where they're not getting in trouble, and when you do stuff like this to kids, that makes them go to the streets," Rivers said.
The Rev. Thomas Smith, who is the CEO of Monumental Mission Ministries, said that the workers and the parents were told that the kids would not be paid until the program is over.
Smith told Van Osdol that he's sticking to it, and he said the students will be getting their paychecks by the end of September.
